		<description>Interesting - often rules and regulations up the top, designed to protect people down the bottom, can have unintended negative results. I&#039;m reminded of this as Lahore approaches March, traditionally the time for the festival of basant, when millions would fly kites from their rooftops. Due to the strings ending up strewn across roads, presenting a hazard to motorists, basant has been banned for almost a decade - with the unintended consequence of putting out of work the scores of kite makers of Lahore (one of whom I know personally). 

As for Kolkata, I too wondered that when I visited four years ago. And I wonder whether the next generation will have rickshaw pullers of their own, or whether the current generation will indeed be the end of this era.</description>
