I lived there for almost 3 years and never had an ID with me, although that was during Clinton's administration. I believe Bush changed all the laws regarding ID's as soon as he took over "the throne". I remember driving with my Portuguese driver's license (which I found out later was not legal) and luckily no problems, ever! What a crazy story with the visa, I'm happy it all worked out fine. I did my visa to India in Lisbon and it went very smoothly too :) You can use a driver’s license as a valid ID in the US.
